Governance
- The members of the Board of Health govern the Health Department through the
establishment of policy, approval of budgets and appointment of the executive
director.
- The nine member of the Board of Health serve as volunteers and are appointed by
the El Paso County Board of Health.
Structure
The Health Department's organizational
structure includes three divisions.
Funding
The Health Department receives some of its funding from El Paso County. The
majority of Health Department funding comes from state and federal grants/contracts for
service. In addition, the Health Department collects fees for licenses and permits,
such as those associated with state-mandated inspections of retail food establishments.
Origin
The El Paso County Department of Health and Environment was established in 1872
as a City Health Department, and then became an organized County Health
Department in 1939. The Health Department serves all residents and visitors of
El Paso County, which includes the cities and towns of Colorado Springs, Manitou
Springs, Calhan, Fountain, Green Mountain Falls, Monument, Palmer Lake and Ramah.
