Please continue to practice public health prevention measures including wearing a mask, washing or sanitizing hands frequently, practicing social distancing and staying at home if sick.
If a gathering does not fall under specific sector guidelines, gatherings are limited to no more than 10 individuals from no more than 2 households when not otherwise regulated as a specific sector or activity in Section III of Department of Public Health And Environment Seventh Amended Public Health Order 20-36. Nothing in this PHO prohibits the gathering of members living in the same residence. Individuals at risk of Severe Illness from COVID-19 are strongly advised to remain at home as much as possible. Indoor camp settings may be conducted with no more than 10 participants. Outdoor Settings may be conducted with no more than 25 participants.

A Critical Business is any business, regardless of corporate structure, including for-profit or nonprofit, that is engaged primarily in any of the commercial, manufacturing or service activities specifically listed in Appendix A of Public Health Order 20-36.
Critical Government Functions are specifically listed in Section IV.D. of Public Health Order 20-36. Not all government functions are Critical Government Functions. Non-critical government functions must comply with the applicable sector guidance, such as Field Services or Non-Critical Office-Based Businesses.
Critical Businesses and Critical Government Functions may continue to operate without capacity limitations but must follow the requirements in Section III.B and C of Public Health Order 20-36.
All Critical Businesses and Critical Government Functions may operate, must comply with Distancing Requirements, adopt work from home or tele-work policies for any operations that can be done remotely, and implement other strategies, such as staggered schedules or re-designing workplaces, to create more distance between workers unless doing so would make it impossible to carry out critical functions. Critical Businesses and Critical Government Functions should follow all the requirements in PHO 20-36 of their sector, and any applicable CDPHE guidance, unless doing so would make it impossible to carry out critical functions.

Note: Events that can fully follow the restaurant guidelines for the entire event may operate as a restaurant and follow those guidelines and capacity restrictions. This means that parties are seated, there are no shared activities and any performers are at least 25 feet from patrons. Please see the restaurant guidance for more details.
Indoor events may operate at 50% of the posted occupancy limit not to exceed 50 people, whichever is less, per room excluding staff within their usable space. Establishments larger than 7200 square-feet may use the Distancing Space Calculator to expand to no more than 150 patrons indoors per room, excluding staff, within their usable space. If the event is a seated event as described in Appendix I, the space may be calculated using 6 feet distancing between non-household contacts instead of the using the calculator.

Note: Such institutions are required to work with state and local public health officials and follow case and outbreak guidance for schools when cases of COVID-19 are suspected or confirmed in students or staff. This process determines transmission mitigation strategies, the need for isolation and quarantine, and shifts to remote learning.
*Outside a school gym class, school gyms must follow Personal Recreation Guidance.

Note: K-12 schools are considered Critical Businesses per PHO 20-36. Local districts can make determinations regarding structure and format of education based on local factors.
EPCPH recommends eliminating or greatly restricting Extracurricular Activities. Schools should recognize the additional risk posed by extracurricular activities, whether these activities are directly affiliated with schools or not. Even if conducted with optimal risk reduction measures in place, extracurricular activities present another venue in which COVID-19 transmission may occur. Further, schools may have less control of risk reduction measures in these activities. Large outbreaks associated with sports teams have resulted in the suspension of in-person learning for entire school districts in Colorado.

Limited Healthcare services may operate at 50% of the posted occupancy limit, not to exceed 50 people, whichever is less, per room.

Critical and Non-critical Retail may operate at 50% of the posted occupancy limit, and should offer increased options for curbside pickup, delivery, and dedicated service hours for senior and at-risk individuals.

Indoor and Outdoor Recreational Activities may operate at 50% capacity, not to exceed 50 patrons whichever is less per room indoors or per activity or area outdoors. Establishments larger than 7200 ft.² may use the Distancing Space Calculator to expand to no more than 100 patrons indoor per room, excluding staff, within their usable space.
Outdoor swimming pool capacities do not change with Safer at Home levels; instead, they may operate at 50% capacity no to exceed 50 people in all levels. Frequently touched surfaces, shared objects, and bathrooms should be cleaned and disinfected every hour.

Houses of Worship and associated ceremonies such as weddings, baptisms and funerals (religious or secular).
Houses of Worship and associated ceremonies are listed as Critical Services under the broader category of Critical Businesses. Capacity limits do not apply in any Dial level, but they must comply with Section III.B and III.C of the CDPHE Public Health Order. They also should, but are not required to, follow all of the requirements in the Public Health Order for their sector, such as Indoor or Outdoor Events, unless doing so would make it impossible to carry out critical functions.
Note: Per Executive Order D 2020 237, Individuals who are officiating or participating in a life rite or religious services are exempt from the requirements of the Executive Order requiring the wearing of non-medical face coverings indoors where temporary removal of a face covering is necessary to complete or participate in the life rite or religious service.

Services that are being provided out in the field as opposed to a company property, including third party private properties, such as a third party household may continue to operate.
Real estate open houses must follow the Indoor Event requirements and may operate at 50% of the posted occupancy limit not to exceed 50 people excluding staff, whichever is less, within their usable space calculated using the Distancing Space Calculator per room.

Finally, it is critical that all school-based sports follow the same guidelines for school settings for reporting of cases and outbreak protocols. It is mandatory that these standards are implemented for all high school sports.
