System Cleaner

System Cleaner Licensing Update

Effective July 11, 2026, El Paso County Public Health (EPCPH) has updated its system cleaner licensing requirements. EPCPH will no longer conduct annual truck inspections or collect per‑truck inspection fees. Licensing is now based on national third‑party certification.

System cleaning companies must submit proof of current certification from the National Association of Wastewater Technicians (NAWT) or an EPCPH‑approved equivalent to be licensed to clean OWTS or transport septage.

Transition Period

To support a smooth transition:

  • Active system cleaners have one year from their last EPCPH inspection date to obtain certification.
  • All system cleaners must be certified no later than December 31, 2027.

Active companies may continue operating during this period if they meet these timelines.

Updating Current Licenses

If you already hold NAWT or EPCPH‑approved certification, please submit proof with a professional application. System cleaners inspected between July 11, 2025–August 26, 2026, will have their licenses extended for two years from the date of their last inspection, provided you submit proof of certification with no fee for the update.

Only one certified individual is required per company. Other employees may operate trucks under that credential, and the certified individual must oversee compliance with regulatory requirements.
