OWTS Regulation Revision Updates
Regulation Revision for the El Paso County Board of Health Chapter 8 Regulation: Onsite Wastewater Treatment Systems
Local governances with individual onsite wastewater treatment system (OWTS) regulations, including El Paso County, have 12 months from June 15, 2025, to adopt any changes and revise local regulations, so long as they are, at a minimum, as stringent as Regulation 43.
El Paso County Public Health (EPCPH) will be undergoing a regulation revision on the local level over the coming months, with the goal of having new local regulations implemented no later than June 15, 2026.
The EPCPH OWTS program will continue to enforce the current Chapter 8 regulations as implemented on July 7, 2018, until the revised regulations are reviewed and approved by the El Paso County Board of Health and the state for implementation.
A public hearing will be held on May 27, 2026, at 8:30 a.m. in Room 1017 of the Citizens Service Center, located at 1675 W. Garden of the Gods Road, Colorado Springs, CO 80907, at which time the Board will consider and take action upon a Resolution for Revision of Chapter 8 Onsite Wastewater Treatment Systems (OWTS) of the El Paso County Board of Health Regulations.
